Turnkey PCB assembly and consigned assembly are not the same service. They use different material control methods. They also create different risks for sourcing, scheduling, inspection, and cost.

When Consigned Assembly Works Better

Consigned assembly works better when the customer must control the components. This is common for expensive, limited, programmed, or approved parts.

High-value ICs are often supplied by the customer. These parts may have strict purchasing records. They may also be difficult to replace if they are damaged or lost.

Programmed devices may also be consigned. MCUs, modules, and secure chips may contain firmware or customer data. The customer may prefer to control programming before shipping parts.

Approved supply chains are another reason. Some industries require parts from specific channels. In that case, the customer may need to control purchasing records and traceability.

Consigned assembly needs careful material preparation. Parts should arrive with labels, quantities, packaging status, and handling notes. Moisture-sensitive devices should arrive in proper bags with clear floor-life information.

BOM Review Decides the Risk

The BOM is where many problems start. A weak BOM can delay both turnkey and consigned projects.

Missing manufacturer part numbers create sourcing risk. A value such as “10k resistor” is not enough. The BOM should include package, tolerance, rating, and approved manufacturer when needed.

Lead Time Depends on Material Readiness

Lead time is often decided before assembly starts. If parts are ready, the project can move faster. If parts are missing, the line cannot run.

Turnkey assembly lead time depends on component availability. Common parts can be sourced quickly. Long-lead ICs, connectors, and modules may delay the build.

Consigned assembly lead time depends on customer delivery. The supplier cannot start if parts arrive late. The project may also stop if quantities are short.

Partial consignment can reduce this risk. The customer sends only critical parts. The supplier buys the common parts and prepares the production kit.

Before confirming a schedule, both sides should check material status. They should also confirm packaging, moisture control, and incoming inspection needs.

Inspection and Testing Should Stay the Same

The assembly model should not reduce quality checks. Turnkey and consigned builds both need the right inspection plan.

AOI inspection checks visible solder and placement defects. It can find missing parts, wrong polarity, solder bridges, tombstoning, and shifted parts.

X-ray inspection is used when solder joints are hidden. It is useful for BGA, QFN, LGA, and other bottom-terminated packages.

First article inspection helps confirm the first build. It checks whether placement, polarity, soldering, and build notes match the files.

Functional testing checks product operation. It may include power-on checks, firmware checks, signal tests, or customer test fixtures.

Testing requirements should be clear before quotation. This avoids cost changes after production starts.

Common Problems in Consigned Assembly

Consigned assembly can work well, but it needs strict material control. Many delays come from simple material issues.

Mixed reels can create wrong placement risk. If labels are unclear, incoming inspection takes longer. The wrong part may also enter production.

Loose parts can create handling problems. SMT assembly works better with proper reels, trays, tubes, or cut tape. Poor packaging can slow down setup.

Moisture-sensitive parts need correct handling. If bags are opened or labels are missing, baking may be required. This can add time before assembly.
